them like they used to. cbs 5 reporter joe vazquez explains why the numbers are down so much. >> reporter: as we drove the streets of oakland this afternoon the only police cars we saw were parked at the oakmont police substation. truth is site of a cop pulling over a car is more rare. the number of police stops in oakland is down some 75% from a few years ago. that's according to numbers obtained by the "chronicle" which shows oakland police made about 68,000 stops in 2008 and 2009. in 2010, the number went down to 49,000. in 2011, another huge drop to about 25,000. and by the end of this year, the projected number of police stops in oakland will be 15,733. police cite factors including layoffs which reduced the police force by 25%, cops running from one 911 call to another making it harder to make stops in between. also, special investigative and traffic teams have been disbanded including the motorcycle squads. >> just the motorcycle squads alone would be responsible for an average of 35,000 stops so that's probably the most contributing factor i can point to. >> reporter:

. cate cauguiran tells us a tsunami warning has been lifted. >> originally authorities issued a warning a tsunami two meters high could hit the coast. thankfully this quake is nothing compared to the one last year. the tsunami was listed two hours after it hit. some roads were closed and rail services were suspended in the area. one city reported a 1 meter tsunami. there was no initial reports of damage. taking a look at the video you can see it caused continuous shaking in some areas. buildings in tokyo were reportedly swaying for several minutes. this rattled nerves in a nation still recovering from the devastating earthquake in march 2011. miagi was one of the areas that suffered the worst destruction. that quake triggered fuel melt downs at the nuclear plant. 60 people died and cars, boats and homes were swept away . regarding this quake, tokyo electric power says there are no problems at any o of the nuclear plants. reporting live in the news room cate cauguiran cbs 5. >>> how about our weather, got the weekend you said that earlier. that is just a great word. weekend, don't you th

. cbs 5 reporter cate caugiran is by folsom and 2nd and joins us live in the city with more. i guess they got it capped, but it was really something about a half hour ago or so, right? >> reporter: that's exactly right, frank. the new concern now is actually structural safety. i want to show you, they blocked off the roads in this area. that is essex off of folsom here and they say they're going to block all four lanes right there because they want to sort of assess the damage of what happened. but we want to show you some video that we shot earlier. you can get a look at that gushing water at least 40 feet high is what we're told. and about 1,000 -- tens of thousands of gallons of water that had come out of that break. now, from what we could see, that car knocked the hydrant completely out. we heard reports this started just before 4 a.m. this morning. san francisco police told us officers were trying to pull over this car at 4th and howard for a minor traffic vial violation. the driver fled and hit the hydrant. they took the driver into custody. we are unsure if the driver sustain

. it is a very busy day for us in the traffic center. we are trying to get an update about 101 at silver, a traffic alert, accident blocking lanes. no word if it's out of lanes. so that traffic alert is still in effect. slow on 101. reports of a new accident north 101 near hospital curve involving five vehicles blocking lanes. this accident reported about 10 minutes ago northbound 280 at alemany also blocking the road. expect delays there. rest bound 24 we had an earlier trouble spot. we are seeing slightly slow conditions there. eastbound, as well. there are reports of an accident at the caldecott tunnel on the eastbound side block at least one bore. it's been a busy ride through the area anyway this morning. also slow as you go in and out of the maze toward the bay bridge toll plaza. you can see the eastshore freeway stacked up as well all the way from highway 4. couple of accidents causing delays. one at university on the westbound side, eastbound at gilman. those should be over to the right shoulder at this point. north 17 at scotts valley road,
